Grayhawk Golf Club - Talon Course September 1-2, 2022 NOTICE TO PLAYERS
The Rules of Golf as governed by the USGA and R&A Ltd. and by the AZRC Hard Card are in effect. The following Local Rules and Conditions are also in effect. Disregard all Local Rules on the Grayhawk score card or posted in the golf shop.
FORMAT: 36 Holes of Stroke Play. Team score is best 4 of 5 scores per day.
TIES FOR THE CHAMPIONSHIP: Ties for the champion team will be resolved by the Day 2 score of 5th player. If still tied, then Day 1 score of 5th player will be used. If time allows and the course is available, a play-off will be held to determine the individual champion. If a play-off cannot be accommodated, there will be a matching of scorecards per the Committee Procedures of the Official Guide to the Rules of Golf (Section 5A(6)).
TEEING AREA: Defined by Brophy Rodeo tee markers
ABNORMAL COURSE CONDITIONS: The large bunker to the right of hole #9 Putting Green is designated as a No Play Zone in Ground Under Repair. The bunker has two blue stakes separating it, and free relief must be taken in the Dropping Zone at either end of the bunker designated by a blue stake based on whichever side of the two blue stakes the interference exists. The tree wells that are 360 degrees surrounded by turf, are ground under repair. Free relief is available under 16.1 B. Relief is for the well in addition to the tree or anything else growing in the well.
There is no relief from non-paved pathways.
OUT OF BOUNDS: Besides the area defined by the Hard Card, the driving range is out of bounds as defined by the driving range’s turf edge where white stakes may not be present.
TRANSPORTATION: Players must walk at all times during the round except when authorized by a member of the Rules Committee. Coaches may transport player to restrooms and/or to return to the place where previous stroke was made.
SCORING AREA: To be defined on the player’s opening tee.
WASTE AREA: The sandy area (darker sand) on the far right side of #2 fairway with rock on the right face is considered a waste area and NOT a bunker.
PENALTY AREAS: Penalty areas are identified by red or yellow stakes. Red or yellow lines define the PA. In the absence of painted lines, the PA is defined by whichever feature applies i.e.: the turf/desert edge; the turf/cart path edge; the wood surrounding the 'box canyons'; the concrete walls around bodies of water.
On hole #17, a Dropping Zone designated by a blue stake on the front tee pad is available as an additional option to be used under R17.1d for a ball which is known or virtually certain to be in the PA.
PACE OF PLAY: The AZRC Pace of Play Gap Policy is in effect. Players are expected to play 'ready golf' and keep up with the group in front of them. The Pace-of-Play has been established at 4 hours and 40 minutes.

2022 LOCAL RULES AND TERMS OF COMPETITION
The Rules of Golf as approved by the USGA and R&A Rules Ltd. Govern play. These Local Rules and Clarifications are in effect and supplement the competitions Notice to Players, the Entry Application, and the Terms of Competition. The complete text of the Rules may be found in the Official Guide to the Rules of Golf and available at USGA.org/rules. References to MLR are Model Local Rules in the Official Guide to the Rules of Golf / Committee Procedures Section 8.
Unless otherwise noted, the penalty for a breach of a Local Rule or Condition is the General Penalty (Match Play – Loss of Hole; Stroke Play – Two Strokes)
LOCAL RULES & TERMS OF COMPETITION
OUT OF BOUNDS – Defined by the course-side edges of ground level of boundary walls, perimeter fence posts, public-roads, white stakes and lines connecting other boundary markings. A ball that comes to rest beyond the boundary of the hole being played is out of bounds even though it may lie on another part of the course.
ABNORMAL COURSE CONDITIONS
ANIMAL HOLES – Model Local Rule F-6 as prescribed in Section 8 of the committee procedures is in effect. In non-turfed areas, relief for lie of ball or area of intended swing only. Interference for stance in non-turfed areas does not exist unless so defined on the Notice to Players.
GROUND UNDER REPAIR – Includes areas enclosed by white lines.
SEAMS OF CUT TURF – In the General Area, relief for lie of ball or area of intended swing only. Interference for stance on seam of cut turf does not exist unless so defined on the Notice to Players. PREPARED ROCK – An area of rock closely arranged for a functional purpose (e.g. drainage or erosion control) is an obstruction.
WHITE-LINED AREAS TIED INTO OBSTRUCTIONS – Share the same status as the obstruction.
TURF AERATION HOLES – Model Local Rule E-4 as prescribed in Section 8 of the Committee Procedures is in effect. BUNKER LINERS – Relief for lie of ball or area of intended swing only. Interference for stance on an exposed bunker liner does not exist unless so defined on the Notice to Players.
INTEGRAL OBJECTS – Includes the portions of cables, wires, rods, wrappings, poles or antennas where closely attached to trees or objects defining Out of Bounds.
PENALTY AREAS – A penalty area which is defined on only one side extends to out of bounds; in the absence of out of bounds, the penalty area extends to infinity. Note: Desert areas and washes are not penalty areas unless so marked/defined.
OPPOSITE EDGE RELIEF WHEN CROSSING OUT OF BOUNDS – Model Local Rule B-2.2 as prescribed in Section 8 of the Committee Procedures is in effect.
STOPPING PLAY; RESUMING PLAY – All practice areas are closed during suspension for a dangerous situation until the committee has declared them open.
ONE LONG AIR HORN NOTE = signal for an immediate suspension of play for a dangerous situation.
THREE CONSECUTIVE AIR HORN NOTES = signal for all other types of suspension.
TWO CONSECTUTIVE AIR HORN NOTES = signal for resumption of play.
PACE OF PLAY – The AZRC Pace of Play Policy outlined on Azgolf.org is in effect unless otherwise noted on the Notice to Players.
CODE OF CONDUCT – The Code of Conduct outlined on Azgolf.org is in effect unless otherwise noted on the Notice to Players.
SCORECARD RETURNED – A scorecard is final when the player leaves the Scoring Area after giving the scorecard to a member of the Committee. The area may be physically defined on the Notice to Players.
CLOSE OF COMPETITION – The competition is closed when all scores have been posted and the results have been announced.
BROKEN OR SIGNIFICANTLY DAMAGED CLUB – Model Local Rule G-9 as prescribed the Clarifications to the 2019 Rules of Golf is in effect.
BACK ON THE LINE RELIEF – Model Local Rule E-12 as prescribed in the Clarifications to the 2019 Rules of Golf is in effect.
LIMITING WHEN STROKE MADE FROM PUTTING GREEN MUST BE REPLAYED UNDER EXCEPTION 2 TO RULE 11.1b – Model Local Rule D-7 as prescribed in the Clarifications to the 2019 Rules of Golf is in effect.
TEMPORARY IMMOVABLE OBSTRUCTIONS – Model Local Rule F-23 as prescribed in Section 8 of the Committee Procedures is in effect.
IMMOVABLE OBSTRUCTIONS CLOSE TO PUTTING GREENS – Model Local Rule F-5 as prescribed in Section 8 of the Committee Procedures is in effect.
